No. If there are too many other websites using that keyword phrase people will never find you when they do a search.

Do a Google search with your phrase in quotes. When I put "flower gardens" in quotes when I do a search I get over 750,000 results. That's how many websites make extensive use of that phrase.

Go back to the Google Keyword Tool and see the other suggested keyword related to Flower Gardens.

The phrase "flower garden design" was searched for 8,100 times globally and 6,600 times locally. That's good. Now do a Google search for that phrase and you find only 33,400 other websites are optimized for that exact phrase.

What does that tell you? It tells you that if you include a fair amount of interesting information about flower garden design in your blog about flower gardens, your site should be found more often by people interested in flower gardens.
